Soldiers on the rampage on Ikorodu Road, burn BRT buses

A group of soldiers had gone on rampage and still occupied a section of the ever busy Lagos-Ikorodu Road within Lagos metropolis over alleged killing of their colleague by a Bus Rapid Transit (BRT) bus.

Findings by our correspondent revealed that a BRT bus driver whose name could not be gotten as at the time of filing this report, strayed off its designated lane to knock- off and kill a military man who was riding on a motor-bike.

The death of the army man led to confusion resulting in setting five BRT buses ablaze at Palmgrove Area of the road.

The rampaging soldiers stormed Awoyokun Bus Stop, a stone throw to Palmgrove bus stop, beating everyone in sight before descending on the drivers of BRT buses seen on sight.

The residents and commuters in a bid to avert beating by the soldiers fled the BRT buses in droves as the soldiers went on a beating spree.

Nigerian wins UK innovation prize, mentorship with Richard Branson

A Nigerian postgraduate student of Creative Technology at Middlesex University, United Kingdom, has emerged first place winner in the British Council’s Enterprise Challenge competition.

Nasir Yammama, who is an indigene of Katsina state, won the U.K. leg of the competition, out of over 2,000 contestants, with his invention of a farming support application that can help farmers with information about weather and how to take care of their farmlands.

Mr. Yammama on July 1 had a mentoring session with renowned entrepreneur and chairman of Virgin Group, Richard Branson, as part of the reward for the competition. He is also to attend entrepreneurship training at the Branson Centre for Entrepreneurship in South Africa.

In a statement posted on its website, the British Council noted that “Nasir’s ability to think outside the box and develop digital solutions to everyday problems has earned him the respect of his peers and prizes and various international competitions (e.g. Oracles Thinkquest, Digital Peers International’s Digites etc.)”

The judging panel averred that “What struck us about Nasir was that unlike a lot of young people his age, he is actively thinking about solutions to Nigeria’s current problems and he has taken a different perspective to what he believes this solutions might be.

“At the moment the Nigeria agricultural sector is one of the most underfunded with the greatest potential to boost the country’s economy. In terms of our question, Nasir proved to us that not only is he aware of the current issues, his proposed product seeks to plug into and piggy back on the foundation of recently launched government initiatives.

“His product is a knowledge sharing mobile application which seeks to ensure that Nigerian farmers make informed decisions about their business based on what is available to them in their local environments, for example the farmers will receive information about the best soil types to use for their various agricultural products, weather and its effect on crops etc.

“This product is very much in the developmental stages, but we are excited to embark on this journey with Nasir. He proved to us during his presentation and board interview that he has done his research and we look forward to what the future brings and will support him in any way we can.”

In his reaction to winning the prize, Mr. Yammama said that he’s thrilled to have emerged winner in the keenly contested competition.

“I was very delighted when I received a letter notifying that I’ve emerged the first place winner of the competition in UK. But then, such delight always comes with a certain responsibility. It has challenged me to work harder and stay focused on my goals,” he said.

COMMUNIQUE OF ADAMAWA STATE PDP STAKEHOLDERS AND ELDERS MEETING ON THE IMPEACHMENT OF THE GOVERNOR AND HIS DEPUTY

COMMUNIQUE OF ADAMAWA STATE PDP STAKEHOLDERS AND ELDERS MEETING ON THE IMPEACHMENT OF THE GOVERNOR AND HIS DEPUTY

Members of Adamawa State PDP Stakeholders and Elders met at the State Party Secretariat on Saturday, 28th June, 2014 to discuss the current issue in the state – i.e. the impeachment notices issued against Governor Murtala Nyako and his Deputy, Bala James Ngilari, by the Members of the State House of Assembly. After exhaustive deliberations on the matter, the meeting resolved as follows:-

That the Nyako/Ngilari administration has over the years brought Adamawa state to its knees politically, economically, infrastracturally, and security wise. That through its deliberate and misguided policies, the regime both exacerbated social and political tensions in the state by creating ethnic and religious distrusts amongst the various groups, and entrenched lawlessness, unconstitutionality, corruption, nepotism, favouritism and dishonesty in governance to the point that our people can no longer condone such a regime even for a single day, if they can help it;

That the impeachment of the Governor and his Deputy leading to the conduct of general elections in the state within the constitutionally specified period of three months represents the best solution to the political and governmental crises bedeviling the state since the coming of the administration into office;

That the current initiative and action of the State Legislature on this issue represent the position and wishes of the overwhelming majority and generality of the people of the state;

That the entire members of the PDP in the state, including the Executive Committee Members of its organs, Members of its Board of Trustees, Members of its National Executive Committee, its Stakeholders and Elders have condemned these acts of gross misconduct on the part of the Governor and his Deputy and hence endorse the impeachment initiative and action of the State Legislature;
That Members of the House of Assembly are hereby commended for this bold initiative and encouraged to continue the impeachment process to its logical conclusion to serve as a lesson and deterrent to the executive;

That this represents the position of the PDP in the state, and all PDP members in the House of Assembly are called upon to seriously take note of this position, be guided by it and remain steadfast on it;
That while the party in the state solidly stands by and supports the legislature, the meeting also calls upon all people of good standing in the state and beyond to likewise support our law makers;

That while calling on the Judiciary to remain neutral and impartial in this matter and allow the due process of our constitutional provisions take its full course without hindrance, it should also be noted that the impunity of the state executive has also affected the state Judiciary itself;

That this impeachment issue is an internal affairs of Adamawa state and calls upon all non-indigenes of the state to refrain from meddling in what is solely an Adamawa state matter;
That the EFCC, ICPC and any other body investigating financial frauds committed against Adamawa State by members of the state government to kindly make their preliminary findings public so as to help members of the public to both appreciate the magnitude of the frauds involved and possibly help the investigating bodies with more useful information that they may currently not possess; and

That we remain committed to the democratic principles of constitutionalism, rule of law, transparency, accountability and honesty in governance.

Who Will Save Murtala Nyako?

The genesis of the impeachment process against Governor Murtala Nyako is traceable to many factors, but two are most important: first, Nyako’s failure to honour his own side of his ‘deals’ with the State House of Assembly after they approved many requests from the executive, most notably, the controversial 10 billion naira bond. Secondly, Nyako’s happy-go-lucky action of denying many of the legislators the opportunity to control their constituencies during the formation of the All Progressives Congress (APC) in Adamawa State. After all, Nyako’s opponents have always labelled him someone who relishes the politics of acquiring all for himself to the detriment of an all-inclusive politics.

Before the current crisis, Gov. Nyako had the support of more than eighty percent of the State House of Assembly. For instance, when Nyako defected to the APC, and his adversaries took over the PDP in the state, only six members from Lamurde, Ganye, Guyuk, Numan, Nassarawo/Binyeri and Gombi constituencies openly attended PDP meetings. The rest of the members sat on the fence.

Now, hurt by Nyako’s ‘betrayal’, the House members are willingly and freely offering a priceless service to the PDP and presidency. The PDP and the presidency will certainly enjoy what is happening, and no one can blame them, because Nyako is the architect of his predicament.

From all indications, House members are determined to push the impeachment through- despite Nyako smartly evading the notice, forcing the house to place it in print and electronic media.

Who will save Governor Murtala Nyako? The Adamawa masses could have been Nyako’s saviour, because Nyako had once enjoyed an unprecedented support from them. But he has lost their sympathy because of his failure to correct his political blunders- open cronyism, non-representative government and poor resource distribution. And majorly, gross government disservice the state is witnessing in all sectors.

Another group that can save Gov. Nyako is the traditional class. The first impeachment attempt was doused by the late Lamido Aliyu Mustafa. There are rumors that the governor has made reasonable inroad in using the traditional class to persuade the members to drop the impeachment proceedings. If Nyako succeeds in getting the tradition class to plead with the members on his behalf, it would work. Out of the 25 members of the House of Assembly, 5 have not signed the impeachment notice. So, if Nyako is able to persuade, for instance, the Ganye chiefdom to talk to the five house members of chamber tribe extraction from Toungo, Ganye, Jada/Mbulo, Nassarawo/Binyeri and Leko/Koma constituencies, the impeachment process will suffer a setback at the second stage- the two-third majority will not be met. The two-third majority in the Adamawa state House of Assembly is sixteen members.

Nonetheless, if eventually Nyako finds his way out; will he be able to respond to the 20 allegations of financial misconduct against him? This is anybody’s guess.

On another hand, deputy governor Bala Ngilari is an unlucky man- he is an aspirant for the governorship position. Some political factors will work against him in this politics of impeachment. All his opponents will oppose handing the governorship position to him on a platter of gold. He is said to be at loggerheads with Ahmadu Umaru Fintiri, the Speaker of the House and also the complex Adamawa politics, where tongue, faith and geography play important role in Ngilaris’ dilemma.

Whichever way the impeachment process goes, Nyako will still come out with many bruises.

Nyako ‘Dodges’ Impeachment Notice

Governor Murtala Nyako of Adamawa State has left Yola for Abuja in order to avoid being served a notice of impeachment, TheCable has been informed. The house of assembly, which is made up wholly of members of the Peoples Democratic Party (PDP), had on Wednesday asked the assembly clerk to serve the impeachment notices on Nyako and his deputy, Bala Ngilari.

However, on getting wind of the move against him, Nyako immediately made to leave the state so that he would not be served the notice, according to a state house official who spoke with TheCable.

In what could be seen as a demonstration of “federal might”, the Yola airport was immediately closed down ─ making it impossible for him to board a chartered flight out of town.

State officials told TheCable that Nyako and his entourage decided to leave the state by road for Gombe, from where they were expected to fly to Abuja.

The state liaison officer in Abuja has been instructed not to receive the notice, sources told TheCable.

If Nyako and Ngilari are eventually impeached, the speaker, Ahmadu Umar Sintiri, will take over.

Impeachment processes Under section 188 of the 1999 constitution of the Federal Republic of Nigeria, outlined here are the processes for the removal of the governor or the deputy.

Step 1: A notice of any allegation in writing is signed by not less than one-third of the members of the house of assembly stating that the holder of such office is guilty of gross misconduct in the performance of the functions of his office, detailed particulars of which shall be specified. Gross misconduct is whatever is so described “in the opinion of the house”.

Step 2: The speaker of the house of assembly shall, within seven days of the receipt of the notice, cause a copy of the notice to be served on the holder of the office and on each member of the house of assembly, and shall also cause any statement made in reply to the allegation by the holder of the office to be served on each member of the house of assembly.

Step 3: Within 14 days of the presentation of the notice to the speaker of the house of assembly (whether or not any statement was made by the holder of the office in reply to the allegation contained in the notice), the house of assembly shall resolve by motion, without any debate, whether or not the allegation shall be investigated. A motion of the house of assembly that the allegation be investigated shall not be declared as having been passed unless it is supported by the votes of not less than two-thirds majority of all the members of the house of assembly.

Step 4: Within seven days of the passing of the motion, the chief judge of the state shall, at the request of the speaker of the house of assembly, appoint a panel of seven persons to investigate the allegation.

Step 5: The holder of an office whose conduct is being investigated under this section shall have the right to defend himself in person or be represented before the panel by a legal practitioner of his own choice.

Step 6: A panel appointed under this section shall within three months of its appointment report its findings to the house of assembly.

Step 7: Where the panel reports to the house of assembly that the allegation has not been proved, no further proceedings shall be taken in respect of the matter BUT where the report of the panel is that the allegation against the holder of the office has been proved, then within 14 days of the receipt of the report, the house of assembly shall consider the report, and if by a resolution of the house of assembly supported by not less than two-thirds majority of all its members, the report of the panel is adopted, then the holder of the office shall stand removed from office as from the date of the adoption of the report.

Boni Haruna and Youth Development

Mr. Boni Haruna has been assigned the herculean task of managing the largest and most complex segment of the Nigerian population- the youths. Latest statistics show that youths occupy over seventy percent of the Nigerian population. As Minister of youth development, Mr. Boni Haruna is to promote and plan positive youth development including executing the federal government youth development programmes and projects.

The big question is, can Boni Haruna accomplish the task and replicate the remarkable achievement in youth development he had when he was Governor of Adamawa state? During his tenure as Governor and even afterwards, the strongest part of Boni’s support have been the youths. This is mainly due to the programmes and project he executed that changed the lives of many young people in Adamawa state.

Boni Haruna understands the craft of governance, so, he would surely bring big and new ideas in implementing the mandate of the Federal Ministry of Youth Development- ‘to promote the physical, mental and socio-economic development of Nigerian youth through the advancement and protection of their rights within the Nigerian state, the promotion of their welfare and provision of opportunities for their self actualization and the introduction of policies and programmes entrenching such rights and responsibilities in all facets of public governance’.

There is no doubt youths in Nigeria are facing myriad of problems that cannot be solved in a short time, but the problem are not insurmountable. Boni Haruna is a person that understands and shares the Nigerian youth’s expectations from the government and the larger society. Boni will definitely bring a lot of changes in youth development, especially in the areas of education, sport, entrepreneurship, agriculture, and more importantly, the NYSC programme.

The Ministry of Youth Development is a special ministry, all other federal ministries need its input and it also needs support from other ministries. Boni is well-read and certainly understands inter-ministry synergy in the system of governance. He will collaborate with the Ministry of Education to recreate and rebuild the hitherto weak foundation for youth vocational and skill education. He will also bring new ideas and thinking into policy planning and effective management of the youth skill development.

Youth participation in agriculture is one of the key programmes of the Jonathan administration. Boni being the advocate of youth self reliance will also work on developing and redefining the implementation strategies for youth participation in agriculture in such a way that youths are made the central focus. This is because the agriculture sector is key to protecting the future of the Nigerian economy. And it is only by actively engaging the youths in the sector can this be achieved.

The NYSC is an important parastatal in the Federal Ministry of youth development. Boni being a man that understands the importance of the NYSC would definitely give the scheme all it requires to make it relevant in the 21st century. Under Boni’s leadership, we will certainly see an NYSC that is structured to current Nigerian and global realities.

Mr. Boni Haruna as minister of youth development will champion and marshal youth participation in the Nigerian economy and equip our youths with knowledge and skills to face emerging issues in the context of globalization.

Where Boko Haram Gets Its Weapons

Boko Haram is conducting its campaign of terror in the northeastern states of Nigeria and neighboring Cameroon on the cheap, making mayhem with a makeshift collection of small arms, automatic weapons, rifles, rocket- propelled grenades and mortars, experts on the turbulent region say.

According to US network TV NBC, most of the Islamic terror group’s weapons are either stolen from Nigerian military stocks or purchased on the thriving Central African arms black market, say the experts, including current and former U.S. officials.

Many have often wondered where the insurgents source their weaponry from, given both the sophistication and the sheer number.

The group blamed for last month’s kidnapping of nearly 300 Nigerian schoolgirls routinely raids police stations and military bases in search of weapons, they say. In some cases, Boko Haram sympathizers in the Nigerian military abet the theft.

“There are hints that sympathizers in the Nigerian army will deliberately leave doors of armouries unlocked for Boko Haram," said John Campbell, U.S. ambassador to Nigeria from 2004 to 2007.

A top military officer was indicted several years ago in Kaduna, for supplying the weapons of the Nigerian army to Niger Delta militants, led by, now jailed, Henry Orkah.
In addition to weapons, the rebels frequently seize non-lethal equipment that helps them carry out their terror attacks, said one U.S. official, citing a raid last week on an open market in northeast Nigeria that left 310 people dead.

That attack, according to local reports, was carried out by men in Nigerian military uniforms who arrived in Nigerian military armored personnel carriers (APCs).

Apart from benefiting from sympathizers in the Nigerian military, the Islamic terror group is able to purchase small arms and occasionally some larger weaponry in nearby conflict zones, “probably Libya, probably Chad,” said the official, who spoke with NBC News on condition of anonymity.

However, these arms are not being acquired systematically from other militant groups – including al Qaeda and its African affiliates -- but through "shady, black market" arrangements across barely marked borders, as the official put it.

The porousness of the Nigerian borders has also encouraged the proliferation of the country with illegal arms
Michael Leiter, former director of the National Counter Terrorism Center and now an NBC News analyst, says Central Africa is brimming with weapons, a situation made worse when the Libyan arms depots were looted during the 2011 Arab Spring.

"The collapse of Libya has further flooded the market,” said Leiter. "Whether these came from Chad, Nigeria, or Libya is almost irrelevant, as such arms are widely available."

Arms trade expert William M. Hartung agrees. "It's one conflict after another," he said. "Because of the nature of the conflict … the concentration of conflicts … the black market in Central Africa is more vibrant than other places.”

Campbell, the former U.S. ambassador to Nigeria, says the array of small and automatic weapons, grenades, mortars, mines and perhaps car bombs "is all Boko Haram’s soldiers need to carry out their brand of terrorism."

Officials in Cameroon on Tuesday showed reporters, including NBC News' Stephanie Gosk, a cache of weapons they said was seized near the Nigerian border last month following a rescue of some other kidnapped victims. A Cameroon defense ministry spokesman said the cache represents what they are up against on a daily basis in trying to combat Boko Haram, showing off a variety of weaponry including Russian-made AK-47s.

U.S. officials, Leiter and Campbell all dismiss the idea that Al Qaeda or its African affiliates are supplying Boko Haram with weapons.

"We'd caution against the notion that any significant quantity of weapons would be provided by AQ," either Al Qaeda Central or Al Qaeda in the Islamic Magreb, said one U.S. official.

Leiter notes there has been reporting that Al Qaeda in the Islamic Maghreb has provided Boko Haram fighters with some training since 2009 – a period that coincides with the latter’s adoption of “aggressive and sophisticated attacks.”

"It is hard to say this is a causal relationship, but these are the sorts of concerns such engagement produces,” he said.

Hartung, now director of the Arms and Security Project at Center for International Policy, says that despite the ubiquity of weapons in Central Africa, there are ways to at least crimp the black market. He points to efforts by the United Nations to stem the arms trade in southern Africa a decade ago.
"The problem is that there hasn’t been a recent effort to shut down the networks," said Hartung. "The U.N. did some good research tracking how guns get to conflict zones around 2000. There were marking and tracing efforts for guns and bullets, efforts to track financial transactions. Now that's gone, so even the naming and shaming aspect hasn’t been happening."

NNPC begins oil exploration in the North

The Nigerian National Petroleum Corporation (NNPC) has concluded plans to increase the nation’s crude oil reserve and production to 40 billion and four million barrels per day respectively.

The Group Managing Director of the corporation, Engr. Andrew Yakubu who made this disclosure while delivering a keynote address at the combined graduation ceremony of Chief Officers Management Development programme of batches 069 to 072 in Abuja listed Chad, Anambra, Benue, Bida and Sokoto Dahomey as the focal places.

Engr. Yakubu said, “We are as well carrying out infield developments which have resulted in increased reserve and with the intensified approach, including the expedited action on new projects like Eginaetc the reserve and production targets is realizable.” According to him, over 1,000 square kilometres of seismic data have been acquired in the Chad Basin despite of the security situation in Borno State.

On gas consumption, he said, “NNPC’s footprint in the domestic gas market has attained unprecedented growth. With the commissioning of the NPDC’s 100 million standard cubic feet of gas per day Oredo gas processing facilities and the acquisition of the new assets, NPDC is now the biggest producer and supplier of gas into the domestic market, contributing over 400 million standard cubic feet of gas per day,” Yakubu added.

He said the Nigerian Petroleum Development Company, NPDC, is being repositioned to become a medium sized independent Exploration and Production Company with a production capacity of at least 250,000 barrels per day by the year 2015.

According to him, NPDC assets base has grown with the assignment of new oil mining leases stressing that the management under his watch is determined to further pursue new strategies to grow production to the target of 250,000 bpd by 2015 from the current level of 130,000bpd.

Governor Nyako and His Dangerous Memo

I read with great disappointment and sadness a memo written by Governor Murtala Nyako of Adamawa, which was addressed to his fellow northern governors. In a memo that can only be described as an outright attempt to acquire fame and score political points, the governor accused the Presidency of being complacent and responsible for the attacks inflicted upon the region by Boko Haram. Not only was the sitting governor’s memo unbecoming, it also does more harm than good in the nation’s attempt to recover control of and return harmony to a region that has known no peace due to the aggressive onslaught of a terrorist organisation.

Knowing that Nigerians are very sensitive when it comes to the issues of religion and ethnicity, Nyako’s memo can only further expose and uncover hate and provoke the aversion that Nigerians hold against each other. Irrespective of our reservations against the leadership of President Goodluck Jonathan (on the platform of the PDP), our number one priority should be ensuring that this nation is peaceful once more. For a man of Nyako’s position in society, he remains an important stakeholder in actualising that objective.

It is public knowledge that the relationship between Governor Murtala Nyako and the President has indeed soured over time, but for a man who once served as the Chief of Naval Staff, one would expect him to be more tolerant and less rash and impulsive with his thoughts and remarks.

How objective and rational is it for anyone to convince me that a governor like Nyako, whose administration in Adamawa has brought absolutely no progress or growth could have the interest of the region at heart? How is it possible that a man who enjoys little goodwill from his own people because of pitiful and substandard performance can have the vigour and sincerity to actively pursue the interest of his region?

What Nyako’s memo attempted to achieve was to create a ‘we’ against ‘them’ attitude in order to continue to control the mindsets of poor and gullible Nigerians. Our politicians have a penchant for being divisive and using the fact they happen to be smarter than most of the electorate to their political advantage.

It is important to note that Nyako’s conspiracy is flawed at all levels. His idea that there is a wicked and atrocious agenda being perpetrated against the North by the Federal Government raises a lot of questions; from the highest level of government all the way to the bottom are people who hail from the North. The Vice President hails from the North along with the Inspector General of Police, the Minister of Defence and the National Security Adviser. Some of these men, such as General Aliyu Gusau, have worked tirelessly to get to the peak of their careers and are globally renowned for the exemplary service that they have rendered and continue to render. If there is, indeed, a genocide that is being carried out against the whole Northern region of Nigeria, it therefore cannot be without the knowledge of these men, who hold essential and vital positions in our nation. If what Nyako is attempting to sell to the easily deceived and exploitable masses is that our northern brothers in government are culpable of the agenda, then I believe that this line of action and this attempt to further sow seeds of discord is highly reproachable and deserving of being condemned in the strongest possible terms.

I am absolutely angered that Nyako, who is a major stakeholder in the country’s main opposition party, is busy fuelling hatred with his remarks instead of focusing on creating solutions that will thrive in bringing back peace to a region that has more or less become a war zone. Furthermore, the fact that Nyako’s claims and irresponsible comments are seen by some as an attempt to actually fight for the interest of the north is absolutely unbelievable and calls for concern. The governor’s remarks are only capable of plunging our country into more complexity and chaos at a time that our nation is sharply divided along fault lines.

Nyako’s memo is not just disrespectful to our brave troops, many of whom have sacrificed their lives, but also insulting and demonstrates a total lack of gratitude for their service, and this writer is particularly unsure of what the Governor seeks to gain with such dangerous moves. As much as portraying our military and joint task forces as wicked and threatening will please some bigoted Nigerians, how it can please or captivate an individual of Nyako’s status and background remains extraordinarily perplexing.

In addition, it makes absolutely no sense to allege that President Jonathan is behind the barbaric attacks that have plagued the North because the crisis predates his coming to the seat of power. I can, however, accept that the Federal Government in its efforts to bring Boko Haram to its knees has failed and appears to always be two steps behind. What I cannot accept, however, is that the government is solely responsible for unleashing this magnitude of terror. We have been witnesses to how our national security has been compromised. I have spent a long time trying to analyse the logic behind this memo and the only thing that I see is efforts being made by the governor to even further compromise our security.

Our relevant security agencies need to wake up to their responsibilities and probe individuals who make such unguarded statements and we, as Nigerians, must demand that our leaders stop politicising our security challenges. Trying and difficult times like these call for all leaders, past and present, to explore all possible options and reasonable avenues that include effective methods that will yield positive results which will ultimately result in an end to this war against terror. In as much the responsibilities that our leaders owe to the country to work tirelessly to defeat the terrorists are enormous, we also owe ourselves this much; that in spite of all our challenges, we must not lose hope that the future of our country as a strong and powerful republic that will actualise the vision of our founding fathers is possible.

Jigawa of their Dream, Sule Lamido of Our Dream

An unprecedented development is taking place in all sectors in Jigawa State. Governor Sule Lamido is demonstrating the general belief that, a leadership that is well-read, competent; with the right leadership skills, exposure and behavior is a competitive advantage for any state, including the nation at large.

Governor Sule Lamido’s careful planning and execution of people-oriented projects and programmes, including the visibly enhanced economic growth and quality of governance in Jigawa State is a clear indication that, despite the general poverty of ideas among public office holders and the scarce resources in most northern states, there are leaders who are genuinely committed to development. Sule Lamido means what he says and he is doing exactly so. Indeed, Lamido’s development strategies should be a working document for states in Nigeria, especially the other 18 northern states who share similar geographical, cultural and economic terrain with Jigawa State. Lamido himself should be seen as a role model for public office holders and youths because he is exhibiting what is expected of elected leadership.

In Jigawa, Sule Lamido is using a reductionistic approach to development- attending to the big problems by solving the small ones. The approach encompasses new thinking, new strategy, and new concept maps. The approach completely shifts away from the traditional way of development in most states in Nigeria. Governor Lamido’s concept is a new strategy where development in agriculture, roads, education, electricity, healthcare, water supply, youth development and other sectors are tackled through segmentation of the various sectors into their smallest units, then a head-on tackling of each unit with the participation of the people. The involvement of the people ensures the people and their communities come first in all circumstances, including accountability.

In Jigawa State, development is as it ought to be. All spheres of the society is systematically and systemically being touched by the impact of development- massive roads construction, rehabilitation and expansion, construction of institutional structures, free girls and disabled education, free maternal and child health, the rural solar electricity project. Worthy of a special mention is the first of its kind successful youths and poverty alleviation programme.

For example, the population of Jigawa people is made up of mainly rural dwellers and peasant farmers. Governor Lamido has remodeled the typical Nigeria’s rural development strategies- where rural development is mainly targeted at only agricultural productivity. Rural development in Jigawa State has gone beyond agricultural productivity. In Jigawa today, rural development is also directed at the development of human and natural resources; rural road, energy, education, culture, social order, and political awareness. This re-direction has conformed rural development in Jigawa state with the global concept of rural development- “quantitative change or uplift in the standard of people in the rural areas, brought about through integrated approach, by both governmental and non-governmental agencies and the people themselves”.

Through Governor Lamido, the Jigawa people are realizing the Jigawa of their dream, while through his new approach to development in Jigawa; other Nigerians are beginning to see in Sule Lamido the leadership of their dream.
